After its midnight deadline, the Senate voted early Saturday to reauthorize a key U.S. surveillance law after divisions over whether the FBI should be restricted from using the program to search for Americans' data nearly forced the statute to lapse. The legislation approved 60-34 with bipartisan support would extend for two years the program known as Section 702 of the Foreign Intelligence Surveillance Act. "If you miss a key piece of intelligence, you may miss some event overseas or put troops in harm's way," Sen. Marco Rubio, the top Republican on the Senate Intelligence Committee, said. One of the major changes detractors had proposed centered around restricting the FBI's access to information about Americans through the program. "I think that is a risk that we cannot afford to take with the vast array of challenges our nation faces around the world," Democratic Sen. One of Kamala Harris’s most memorable moments during the 2020 presidential election cycle was when, during a Democratic primary debate, she sharply criticized Joe Biden for working with segregationists in the Senate in their shared opposition to busing. She personalized her criticism, saying: “There was a little girl in California who was a part of the second class to integrate her public schools, and she was bused to school every day. MINNEAPOLIS (AP) — A Minnesota state trooper accused in the fatal shooting of motorist Ricky Cobb II can remain free without bail while awaiting trial, a judge ruled Monday during a brief court hearing. SEATTLE (AP) — Seattle has agreed to pay $10 million to 50 demonstrators who sued over the police department’s heavy-handed response to racial justice protests in 2020, in a settlement announced by attorneys from both sides Wednesday. The police department — led by then-Chief Carmen Best — used aggressive techniques to disperse the crowds, including flash-bang grenades, foam-tipped projectiles and blast balls that explode and emit pepper gas. A federal judge at one point ordered the department to stop using them against peaceful demonstrators. And when police used them even after Best and then-Mayor Jenny Durkan promised it would stop, the City Council voted unanimously to bar the department from doing so. “This decision was the best financial decision for the City considering risk, cost, and insurance,” Davison said.

It has been called the world’s largest armory — a palatial fortress in the middle of the northwest Bronx, with turrets overlooking the subway station. But for nearly 30 years, the Kingsbridge Armory has languished despite grand plans by mega-developers, billionaire investors and celebrities to repurpose the 570,000-square-foot landmark. It hopes to bring high-tech manufacturing jobs, a live performance space, new businesses and affordable housing to the city-owned site. The proposed development, if selected by city officials, would be led by the Northwest Bronx Community and Clergy Coalition, an influential nonprofit group that has fought for racial justice, affordable housing and economic development in the city’s poorest borough since 1974. The plan grew out of years of frustration among community leaders and residents who were tired of being sidelined in previous plans for the armory.

An unlikely coalition of banks, community groups and racial justice advocates is urging federal regulators to rethink the plan they proposed in July to update rules governing how U.S. banks protect themselves against potential losses. Financial regulators around the world, including in the Europe Union and Britain, are adopting similar standards. Banks have long complained that holding too much capital forces them to be less competitive and restrict lending, which could hurt economic growth. What’s interesting about the latest proposal is that groups that don’t traditionally align themselves with banks are joining in the criticism. “This is the biblical dynamic: Capital goes up, banks yell,” said Isaac Boltansky, an analyst at the brokerage firm BTIG.

Climate catastrophes: Climate change is a hot topic as leaders meet to discuss balancing economic growth with sustainability. Davos comes just days after scientists around the globe reported that the average temperatures last year reached a new record high. The report also said that cooperation among global leaders on the issue is scarce. So while leaders will likely discuss the use of fossil fuels and green development, there may not be much agreement. Leaders gathered in Davos Sunday to discuss Ukrainian President Zelensky’s 10-point peace plan to end Russia’s war with his country.

His wealth soared to $245.5 billion at the end of November, up 737% from March 2020, after accounting for inflation. Amazon founder Jeff Bezos had a fortune of $167.4 billion, up 24%; while Oracle founder Larry Ellison’s wealth totaled $145.5 billion, up 107%. US billionaires, many of whom derive their wealth from the equity in the companies they lead, are $1.6 trillion richer. Seven out of 10 of the world’s largest public companies have either a billionaire CEO or a billionaire as its principal shareholder. What’s more, the top 1% holds 43% of the world’s financial assets, according to Oxfam, drawing on data from Wealth X.
